Dear Representative Goodlatte,

I write to you concerning a psychopathic band that has pillaged four countries in Central Africa: Uganda, South Sudan, DR Congo, and the Central African Republic (CAR).

Elements of the LRA

The LRA in CAR is indistinguishable from the piratical groups that ravaged Liberia and Sierra Leone such as the RUF and NPFL. An investigation of all three shows a common modus operandi, which I call domocide { domo (home) + cide (kill) } because no other term in the English language exists for this: kidnap children, force them to commit atrocities, traumatize them, and exploit Identification with the Aggressor (IA); make these captives into new fighters; use slave labor, sex slaves, and rape as a weapon; above all, spread and maintain disorder by deliberately destroying families, the bedrock of a functioning society, and use this disorder to infest vast regions.

Today, the Ugandan Army (UPDF) combats the LRA in all of these countries, just as Nigerian-led ECOMOG combated the RUF and NPFL in Liberia and Sierra Leone. In CAR, local hunters have constituted themselves into self-defense units, just as the Kamajors fought the RUF in Sierra Leone.

These details should not obscure a simple truth: domocide is a weak virus. It thrives only where a disease process inhibits the normal immune response. That is, where national armies do not function properly due to corruption and incompetence, the LRA thrives. But when professional forces come onto the scene, these elements lack the training, organization, and ideology to mount a coherent response.

The LRA, far from constituting a legitimate revolutionary movement, represents a ragtag assembly of former-hostages-turned-psychopath-killers, created and maintained in full awareness of the dynamic of domocide within a vulnerable organism.

The RUF was no match for Western mercenaries. The 1999-2003 Liberian War ended at the first substantial appearance of U.S. Marines. The war in Sierra Leone ended as soon as the British decided to meaningfully intervene.

A few small groups of professional recon teams, with minimal air support, could utterly annihilate the LRA in CAR. Although the U.S. has no need to lose treasure in an African side show, a small investment in this case would bring a large return.

On the contrary, if allowed to secure CAR as its base, this virus can re-emerge at will in Sudan, Chad, DR Congo, or CAR's other neighbors.

If routed in CAR, the LRA cannot sidestep eradication in DR Congo, Sudan, and Uganda. The human, mineral, and agricultural promise of CAR could finally be developed to the benefit of the region, the democratic world, and American business interests.

On July 4, during a reception at the embassy in Bangui, Foreign Minister Antoine Gambi asked for U.S. help in combating the LRA. Please take decisive action against this despicable yet fragile virus. It's time to put some teeth into the implementation of the Lord's Resistance Army Disarmament and Northern Uganda Recovery Act of 2009.
